The Ministry of Home Affairs (MHA) has directed several states to conduct civil defence mock drills on May 7, 2025, as part of a nationwide effort to test preparedness for potential hostile attacks. The directive aims to enhance public awareness and readiness in case of emergencies such as aerial strikes or other security threats. The drills will focus on critical measures to ensure civilian safety, including the activation of air raid warning sirens and training civilians, especially students, in basic civil defence techniques.

In addition to training civilians, the mock drills will simulate blackout scenarios, where crash blackout measures will be implemented to reduce visibility during potential air raids. Authorities will also practice the early camouflaging of vital infrastructure and installations to make them less visible to potential threats. This is part of the broader effort to prepare citizens and authorities for various emergency situations, enhancing the overall safety protocols across the country.

The MHA has also instructed local authorities and educational institutions to actively participate in the exercise. The drills will include the rehearsal and updating of evacuation plans, ensuring that all parties involved are prepared for a swift, coordinated response in the event of a real emergency. The ministry has highlighted the importance of these comprehensive drills in strengthening the country’s civil defence framework and improving public resilience in the face of security threats.

This initiative comes in the wake of increased India-Pakistan tensions following the terror attack in Pahalgam on April 22, 2025, which claimed the lives of 26 people, including 25 tourists. The MHA’s directive is seen as part of the ongoing efforts to bolster security measures and civil preparedness amidst rising concerns over external threats. The attack has already led to significant diplomatic and security responses, with India taking steps to address the situation both domestically and internationally.

The civil defence drills will involve coordination among various stakeholders, including civil defence personnel, local government bodies, and educational institutions. The exercises are intended to ensure that citizens are aware of safety protocols and are capable of taking immediate action if necessary.
